Beluga was founded in 2015 by Nir Zarchi, currently a research fellow at 'Haifa Research Center for Maritime Policy & Strategy' (HMS); and a PhD candidate at School of Marine Sciences at the University of Haifa. Former to that Nir has served as an analyst at the 'Center for Military Analysis' (CEMA), Rafael.
